Broadcasters acquire government licenses in order to use the nation's public airwaves to provide free over-the-air television.  In return, they are expected to meet certain public interest obligations. The Federal Communications Commission oversees the licensing process and determines whether broadcasters are living up to their responsibilities.  Many media watchers believe that the FCC and Congress have not held broadcasters' accountable (such as offering children's programming) and that the public needs to demand more compliance.  Groups are also fighting to give consumers more choice over the cable TV channels and packages that come into their homes.
