Theoretically, yes. In reality, not so much. The former Bell companies have used legal challenges to thwart the federal law that opened local phone markets to competitors. Many smaller competitors have been forced out of the market. Meanwhile mergers among phone companies have also reduced competitive options. Internet phones require a broadband connection, an additional expense.
