The government has offered $2 billion in low-interest loans for broadband access in rural areas. But the companies still do not have a great deal of incentive to provide access in rural areas because it costs a lot to lay the cable lines or the phone lines. Even though wireless technology is making inroads and helping to lower the cost, demand is not always as great as in the cities and suburbs.
